Amber M. Carter is a senior associate with the firm where she primarily practices with the litigation and environmental and regulatory practice groups.

After graduating summa cum laude from Georgia Southern University, Amber began her career with the Department of Natural Resources (“DNR”) in Atlanta.  She spent the majority of her time, close to a decade, at DNR as the Deputy Director of Public and Governmental Affairs advocating for DNR’s public affairs priorities.  After attending law school at the Georgia State University College of Law, Amber worked in civil and administrative litigation in the Atlanta and Brunswick areas.  At Gilbert Harrell, Amber combines her experience with governmental affairs and her environmental background to assist clients with regulatory compliance and matters in litigation.  Amber also has experience with disputes arising in fiduciary, real estate, construction, and business contexts.

Originally from Villa Rica, Georgia, Amber resides in Jesup with her husband Ryan and their children, Ford and Lillian.  Amber is a 2023 graduate of Leadership Wayne.  She serves on the Wayne Christian Academy Board of Directors and is a contracted prosecutor for Wayne County Juvenile Court.  Amber coaches mock trial for the Wayne County High School team and appreciates opportunities to influence young people interested in the practice of law.  The Carters are members of Jesup Church of God where they serve as directors of the Hope Pantry food ministry.  In her spare time, Amber enjoys playing tennis, antiquing, and embroidering clothing and accessories.
